That language was pretty shocking. The state archaeologists were cut out of any advising role on any archaeological site with this new bill, and I think they were the first to sound the alarm. N.C. has specialty "underwater archaeolgists", too, and this discovery was important to all of them. The NC Commission on Indian Affairs did a great job mobilizing the state recognized Tribes to respond, too. Thanks for your insightful comments, as always!
